摘 要
随着现代企业规模扩大化，当今大企业已趋向集团化的发展。大家熟知的通过单纯依靠扩大企业规模，实现降低成本、提升边际效益的方法已不再普遍适用。
另外，传统企业集团内分散的资金管理已不能适应现代国际化大市场的需要，其弊端日渐突显。这就要求现代企业集团适时转变管理理念，企业集团内各方面须从粗放管理向精细管理转变。而本文关注的资金管理是财务管理中重要部分，甚至是集团的各项管理中核心内容，资金集中管理是提升集团财务管理，乃至提升运营管理以及实现集团战略的有效管理工具。资金集中管理令管理层、决策层对财务状况、资产价值、资金成本有更全面的了解，为管理层提供更详实的决策依据。针对当下比较普遍的问题即企业集团中信息分享不畅，各部门、下属单位（企业）配合不足，资金集中管理可以利用资金信息条链，有效地使集团内信息共享、优化资源配给、降低管理成本、促进集团内成员的沟通协作，以提升管理水平、增加经济效益。
近年来，随着各地自贸区的建立，自贸区内金融政策在许多方面有所开放。
而各银行的双向“人民币、外币资金池”业务为区内跨国企业境内外资金的连通提供了便利条件，这也为集团的跨境资金管理提供基本保障。本文以 J·H 集团为例，以境内外资金池连通为契机，列举了 J·H 集团资金管理中的各种问题，分析了产生的原因，对比了资金集中管理模式，最终以资金集中管理为主线，构建了现代化的资金管理系统平台，选择适合 J·H 集团的资金集中管理模式，建立了集团的资金管理机制，从而全面整合集团内的日常核算、预算、借贷、投资等信息系统，使管理层能够及时了解掌握各分公司、子公司的信息及财务动态，实现企业集团内的资源共享，实现资金集约化、高效化、为管理决策提供可靠的信息保障，同时为企业集团的战略发展起到了保驾护航的作用。

Abstract
With the continuous development of modern enterprise, the enterprise group hasalready grown from relying on the expansion of the scale to reducing the cost andimprovement of the efficiency. The traditional fund management model cannot adaptto the current situation. The enterprise group must change from extensivemanagement to fine management, and centralized management is an effective method.
Fund management is an important part of the financial management and even is theimportant part of the management of the group. Centralized fund management is aneffective management tools in enhancing the financial management of the group andeven improving the operation management and achieving the group's strategy. Fundcentralized management can make management have a deeper understanding in thefinancial management, capital value and the cost of capital, while providing greaterfinancial support to management. And through the fund centralized management topromote the effective integration of enterprise information system, strengthencoordination and cooperation between departments and members of the headquarters,improve the overall management level and efficiency of enterprise groups, in thestrengthening group management, optimize the allocation of resources, save money,enhance the sustainable development of the group has also played a significant role.
With free trade zone established in recent year, cross-border RMB/ Foreigncurrency capital pool business provide convenience for the fund management inenterprise groups. For example, J·H group analysed variety of management issuewhich group facing and compared the mode of centralized fund management, finallyJ·H group was based on capital management as the main line, to establish a moderngroup information platform and relative management system, risk control etc. It canfully integrated daily accounting, budget, investment etc. and other informationsystem, to timely grasp the information and financial dynamics of the sub companies,to achieve resource sharing within the enterprise groups, to provide reliableinformation for management decision basis. It also played an important role instrategic development of group.
