摘 要：新中国成立 60 年以来，体育事业飞速发展，取得了许多举世瞩目的成就。特别是北京奥运会期间，问鼎金牌榜第一，实现了中华儿女长久以来的梦想。乒乓球、体操、射击、跳水、举重、羽毛球、女排等项目在国际舞台上具有一定的竞争优势，不断为国家争得荣誉，让世界看到了一个新兴东方竞技体育强国的风采。然而，运动员的文化教育水平不高却已成为我国的体育社会问题，制约着体育事业的科学发展，影响了竞技体育的声誉。因此，如何提高运动员的文化教育水平，是我国目前体育工作的重难点。运动员文化水平能否提高，关键还在于运动员文化教育政策能否顺利无阻碍的实施，而目前运动员文化教育政策问题和政策执行中还存在着许多亟待解决的问题从一定程度上影响着运动员文化教育政策的顺利实施。本文采用文献资料法、逻辑分析法、访谈法等，对运动员文化教育政策进行研究。从运动员文化教育政策内容和执行力角度出发，分析运动员文化教育政策存在的问题及其产生的原因，并提出相关建议，以提高政策的科学化水平。本文共分为五个部分：第一部分主要是研究背景、研究目的意义和研究对象与方法；第二部分是运动员文化教育和运动员文化教育政策的相关研究综述；第三部分主要对运动员文化教育政策的演变进行了分析，并对运动员文化教育政策产生的问题进行了分析，总结了当前运动员文化教育政策执行中存在的比较突出的问题，如政策未能关照“学训矛盾”、政策对经费缺乏约束、忽略了文化教育与运动训练的联系、政策宣传力度不够和政策执行手段不力；第四部分分析了产生这些政策问题产生的原因；第五部分提出了完善运动员文化教育政策的建议。

Abstract:Since the founding of new China for 60 years, the rapid development ofsports, and achieved many achievements of the world. Especially during the BeijingOlympic Games, won the first gold medal, the Chinese people dream for a long time.
Table tennis, gymnastics, shooting, diving, weightlifting, badminton, volleyball andso on projects in the international arena has a certain competitive advantage,constantly for the country win honor, let the world see the elegance of a new orientalsports power in the world. However, the cultural education level of the athletes hasbecome our country's sports social problem, restricts the sports scientific development,has affected the sports prestige. Therefore, how to improve the level of the culturaleducation of athletes is a difficult problem for sports in our country at present. Thecultural level of the athletes can be improved, the key lies in athlete culture andeducation policies can smoothly without hindering the implementation of, and thecurrent athletes cultural and educational policy problems and policy implementationstill exist many problems to be solved in a certain extent influence the athlete cultureand teach the smooth implementation of the educational policy. In this paper,literature, logic analysis, interviews, etc., the athletes' cultural education policyresearch. Starting from the angle of athlete culture and education policy content andexecution, analysis athlete culture and education policies exist problems and its causes,and put forward relevant suggestions, in order to improve the scientific level of policy.
This paper is divided into five parts: the first part is to study the meaning and purposeof the study on the background, objects and methods; the second part is the researchsummary of cultural education for athletes and athletes cultural education policy; thethird part is mainly to the athlete culture and education policy evolution are analyzed,and the athlete culture and education policy issues analyzes, summarizes the existingproblem in the current athlete culture and education in the implementation of policies,such as the policy failed to take care of the “contradictions”, the lack of funds, policyconstraints ignore the education and training of the related policy, publicity and policyimplementation method; the fourth part analyzes the reasons these policy issues; thefifth part puts forward the perfect athlete culture education policy recommendations.
